Where can I find a set of icons for buttons and menus?

I am looking for the standard ones, such as save, open, print etc....
I recall that Delphi came with a large selection. I am looking for the same for Visual Studio

Icons are just small images. So you need to take care of the copyright.

There are public icon collections like fatcow.com. The are licensed with
CC 3.0 which requires a line in the credits section, no more.
But they are of limited quality, i.e. no vector graphics but at most
32x32 bitmaps. Besides this restriction you will find reasonable icons
for almost everything there.

Less but higher quality free icons may be found in Linux desktop
distributions. They are usually SVG images.

Besides that there are so called icon fonts available. I do not like
these abuse of fonts for icons just for performance reasons and they are
restricted to monochrome too, but in fact they exist and are used
heavily e.g. by Bootstrap.
